Yeah, I was wondering about that as well. It may be limited in its scope.

It may be that the cops can't install it and track you without a warrant but it's not needed if you have a device or a vehicle where it came pre-installed. It seems that they think you give up your right to privacy by using it. I'm not 100% clear on it though.
