Banks are lending money as they should in some cases.

Or extending credit as they used to making it harder for smaller businesses to stay in business. They're hit harder by new fees than bigger companies because they don't have the power to negotiate better deals. And it's still the case that a lot of big businesses are still in the business of driving little businesses out of business. They believe that having the monopoly on whatever is best for their bottom line.
