Yeah, there are a few that do surgery, things like joint replacements that typically have longer waiting times and aren't life-saving.

They're a bit of a grey area. I have a friend who's an anaethetist at one, he says their biggest client by far is the government under the umbrella of workers' comp. it's typically cheaper for them to pay for immediate surgery than pay benefits for the wait list period. They do all kinds of not strictly life saving surgery, and typically find either a way to file it under elective, or use something like the workers comp loophole.
