What's the hierarchy between the two dogs? If one is alpha and the other beta, then the alpha is just exercising its right to more petting.

So I'd need to know a little more about the dynamic.

Also the younger one is new and may not have come from a loving family and could be desperate for affection.

How does the other dog react? Is she sad she's not getting petted or does she just walk away?

A simple thing to try is to sit on the couch with one dog on either side of you, and then you can pet both dogs at the same time.
