twitter is implementing the option to withhold certain tweets in some countries. Like Germany may be a bit sensitive to Nazi tweets or whatever. Of course it's not about China :)
Well, the filtering happens based on the country that is set in the user settings. And this setting is originally set based on your IP address - but it can be overridden manually.
