Their reasoning is awful. They're protecting the investor by

doing next to nothing when the firms lie to their investors? Fines don't affect these firms and they know they can do whatever they want and the only repercussions will be a slap on the wrist.

They're not protecting the investors nearly as much as they're protecting the firms.
