Rather, I'd like to see the existing code described in a way that a normal person can understand it. Some of the confusing exceptions need to be simplified for that to work, but overall the rules, forms, and guidance just need to be written in normal human speak.

It's not a math thing at all to me. People have calculators. The math is easy. It's the "I need to a lawyer to decipher this" rules and exceptions that irk me.
