Not necessarily. It's not my favorite airport, but if the price is right, you can get transit to NYC.

It's been a while since I've had to go from EWR to Manhattan, but as I recall, you took the Newark intern train system to the (NJ Transit? Amtrak?) station where you got the train to NYC's Penn Station (Note: I think it stopped at Newark Penn STation first. Don't get off there - wrong Penn Station)
It also somewhat depends where you are trying to get on NYC.
