I can't say I have purchasing authority beyond petty cash items, but then again, I bought an iPad and no one batted an eye.

For smaller things - trackballs, headsets, gadgets - I can go to the campus bookstore, do a chargeback, and no one will say a word. For larger items - actually, I bought a Macbook Air in addition to the iPad - I told my supervisor "I'd like to buy this", and he said OK after I explained it. I never had to fill out a form.
