My understanding of the Employee Free Choice Act

Please, feel free to correct my ignorance:

Right now, to get a union, you must first publicly declare you want to vote on getting a union, then have a second, private vote.

With the Employee Free Choice Act, publicly declaring you want a union is all you need, in essence eliminating the secret ballot, but it eliminates potential employer intimidation after you've already declared your intention.
