they are available many places, but there are two main sites. Steam (i dont know if all pc versions attach to steam, but i think they do) and Nexus Mods.
Everything at Steam is free. You use steam's website, subscribe to the mods you want, and when you start the game via steam, it installs/updates the mods.
For Nexus Mods, they have a mod manager, but i could never get it to work (its supposed to do the same as steam's, it actual existed before the steam mods did). You download them and install the mods into a specific directory. They show up at the same place when you start the game as the steam mods do. Nexus just has mods that steam wont allow (nudity, etc).
