sorta. its not as stringent as say apps, but they are supposedly.

i only really look at mods that have been subscribed to by a lot of people, plus you can read the comments on the specific mod's page about any issues people are having.
its also very easy to turn off a mod, that first screen that lists all the mods when the game starts, you can uncheck to turn off a mod (granted, if its a home or someplace new and you saved their, the game will go wonky if you try to start from that save).
