actually, i sorta understand the map now. here is what i learned

once you open the map, you can use rb/lb (on the xbox) to scroll through the various floors you can access.
it will list all the areas of the floor, under those areas if there is a name/item/place in White text (at least i think it was white on my xbox) that means you can interact with that thing (for missions, etc).
it helps on the citadel fetch quest involving terminals, so you can cycle through the levels, see where the terminal is, then go there. it wont show all of them, just the next one.
understanding that made that a lot easier.
