that's pretty much how I feel. the impression I get is that they've charged the guys they think they can, they have about 50 guys that are cleared,

but they won't release because of persecution concerns in their home countries, there are about 100 they just want to keep forever regardless, and the other 50 or 60 fall somewhere in between.
