The only reason I'll say he's a bust is when he came out for the draft, the medical evaluations showed some issues that could lead to problems.

The wrist issue is a non-factor. But like Simmons said in his pre-draft column...anytime you have a potential Olajuwon/Shaq/Robinson type center at the top as the expected choice...you have to take him.
Even if you fear it's the wrong choice.
I say he's a bust mainly for the reason that his failings had a basis at the time of the draft.
It's not an Albert Belle who was the reigning Iron Man at teh time of his contract signing and then had to retire 2 years later when his hip degenerated. There was nothing to indicate the problem.
