it also depends on how we defines penalties. which we dont know.

he could be including stuff that isnt actually a penalty, as a penalty.
and since i know what the "tax cost" to someone who decides to opt out of the requirements of health care coverage, and it isnt that much at all, then he must be adding other things to it.
