73 years of this, and you're still doing it the same way? You all still line up and wait to see if your name's going to be called with utter dread and then await your inevitable demise? Only districts 1 & 2 have mustered enough intellect to create training academies?

I honestly believe that the moment someone proposed the concept of the Hunger Games, every district would have started a professional training program. Instead, we're still leading our children into this like lambs to the slaughter (quite literally, actually). I am *SO* unable to suspend this disbelief.
