Have a way of raising the money. It's too much credit for Vietnamese banks to provide, and what foreign banks are going to provide $5 billion in credit to a third world airline?
What will happen is Vietnam and the dozens of other countries in the same position will buy their planes from Airbus in Europe, as Europe also provides aircraft financing.
