She is correct, though, that if Harvard accepted 5% last year and 5% this year, the 100% number is unchanged

But her assumption is that the number of slots Harvard had open to fill each year hasn't changed.
Accepting 5% each year to fill 1500 slots each means the total number of applicants didn't fluctuate. The 5% represents a fixed number, 1500, each year and therefore the full number of applicants must be fixed (or very nearly so)
