Pure Conjecture Poll: how would you react if this happened to you at work?

At your office, the "normal" raises are generally given out once a year to everyone at the same time. Four months ago, you were given a special raise, outside of that normal system, that was roughly double what the "normal" raise would usually be. You were told that this was because you deserved it, and that you were pretty underpaid compared to other like performers in the department. Great.
Fast forward to normal raise time. Management is required by The Company to only award raises to 90% of the department, and to withhold raises from 10% that are deemed low performers. Since there have been multiple layoffs and there are few true low performers left, management decides to skirt this issue by withholding your raise, since you just got one, and therefore getting to credit you towards their 10% quote.
Scale of 1-10, where 1 is "hey boss, you were in a tough spot, and I think this was a good way to not impact employee morale", and 10 is storming out and prepping your resume, how do you feel?
