I don't know that I'd go so far as to say 20+ teams have bounty systems...

but I guarantee 20+ teams give pre-game speeches and player instruction in that vein. I mean, shit, TV color commentators often point out player injuries and instruct viewers to watch for the defense targeting those areas.
