I think it worked in the book because the book placed a greater emphasis on the "spectacle as entertainment". The citizens of the capitol were portrayed as so superficial and lacking in any true emotional connection to the tributes. So the rule changes (for me) were just further manipulation of the drama of the show without any care for the participants.
The movie did a poor job of presenting that aspect of the story.
