Hunger Games question: What does The Capitol need coal for?

With the technology that they possess, they can't need it as a power source. There's no way those flying ships run on coal, so they obviously have more advanced means to get power.
Responses:
Coal's used for more than just power, it's important in making steel, for example. -- nm

With a population of only 8000, they can't be mining that much coal either. -- nm

You still need power for a *lot* of things. Multiple energy sources could be needed. -- nm
