I would question the "victory for both sides" comments in the article.

It does not look like anyone compiled data for individual areas and compared it to the type of sex ed taught in those areas.

Just because the overall rate went down does not mean both types of sex ed are equally responsible for the drop. They may be, but nothing in this report would allow anyone to be able to say that.
