But that's been almost 20 years ago. And he hasn't carried a show since Becker.

Can he carry a show, sure if it's the right one. But that is true of almost any decent actor. He can't get a full season out of a series just based on his name, and probably couldn't get a pilot picked up just because of his name. So, not a tv star.
