The Kestrel was my gf's initial guess. But the beak of the Kestrel doesn't appear to be the same.

The bird CQ took a pic of appears to have hook in his beak where the Kestrel seems to have a straight beak.

it just stopped raining when I took my pic, but the beak shape and color look good as do the reddish brown back and legs. also the 2 black stripes
