LIR Crash Cabin in the Woods spoiler question

I thought that someone in the world had to do it - remember they were talking about how it never came down to the USA - cause really the Japanese had a pretty good success rate but if not the USA certainly had it under control.

I took it to mean -that the US center was the fail safe.

I could be wrong.
