I think people are focusing too much on the bird scene. I think they had to set up that there were boundaries to the test area somehow. If they hadn't had that scene people would be complaining "where the hell did that come from?!" about the bike jump. And it's not like the scene gave away that that lab was running things, the very first scene in the movie was Whitford and Jenkins.
