Yup. It hits his bat and it should be a fair ball. But the ump called it foul which is what it appears to be at first.

I just watched it again and he puts his arms up and then throws them out again a second time to signal it's a dead ball. Then after seeing it roll into fair play he changes his mind and decides to call it fair.
The fair call is right but it's too late. When he called it foul he ended the play and the runners stopped moving.
Complete crap. I'd be furious if I was the Padres.
