I don't think there is a way to really "fix" it, and it's unfortunate.

In order to enjoy Fenway, you need to really appreciate its age and history, which is different than finding sitting there enjoyable. The leg room in the seats is abysmal. Replacing them with modern seats would shrink the park's capacity too much. I don't think structurally you could build a bunch of infield upper decks without collapsing the stadium.
The only thing I could see them doing would be destroying the existing stadium along the 1st and 3rd base lines and rebuilding those stronger, and with much much taller and more expansive upper decks.
