i don't want to pretend to know other people's reasons for things, but for me, personally, it comes down to 'know your audience'. if i make a joke about someone, i would do so knowing that person and I have a relationship that gets that. that the 'target' 100% knows i'm joking. i don't think ST needs to tiptoe, way way way back it was actually much much crueller (but very funny) in it's humour, but there wasnt' 10 years of very personal history behind it then. the person making a joke at your expense was, basically, a stranger, and they were making jokes for everyone. that is no longer the case and like in real life, you know who you can joke about and who you can't.
