On one hand... if loosi upsets Max and then apologizes, I'm not sure it matters whether one event was public and another was private. It's between loosi and Max... I'm not empathetic to getting offended on someone else's behalf and demanding your own satisfaction.
HOWEVER, you are exactly right that "That was a dumb thing to say. I'm sorry Max." would have smoothed things over much better and faster, and is a glaring exception to the "sometimes it's better to say nothing" theory, which does have its merits.
