With the temple form of gov:

4 forge temples = 1 day 18 hour cool down (minus 1 day of forge = 18 hour cool down after use).

If I build my temp 5th town with a temple = 1 day 2 hour cool down (minus 1 day of forge = *2* hour cool down after use).
