I don't know *who* would be the "upstairs" they were talking about if not Marty, but it was clear to me from the dialogue that "upstairs" was something they all already knew well. It was also clear it was something they had a reverence to, and almost feared.
None of the techs in the control room thought it was Marty, so there must be another "upstairs" they were familiar with.
