Sadly, it is a flawed concept since responsible people get screwed (you pay for the MRI, wait for it..) while those we don't care about credit or
|
paying just walk into the ER, get all the tests, and leave without paying a penny. Or the medi-cal patients, show up with nonsense issues to the ER and pay zero.
