There are two visas - the working holiday visas, which are open to anyone between 18 and 30, if you're from the right country

And there's the "work and holiday" visa, which is open to 18-30 year olds from another list of countries. This is for people whose main reason for visiting Australia is for work.
Looking closer, the college degree isn't a requirement for Americans, but it is for people from the other countries on the list - countries like Indonesia, Turkey, Bangladesh, Argentina, Chile, etc
