yes. it's based on calories, fat, and fiber (which has a cap).

the formula is out there from a patent (when i did ww, i made my own spreadsheet with it); but most folks use a cardboard slider to calculate, if they don't use a bought electronic one or software. there are also books available for purchase and websites that have lists with points values.
