My understanding of the explanation for that is so Google

Can make it available across its different services. Put a pic into Picasa and if can be shared through G+ or put in an email or added to a presentation in docs, etc. But that requires copying the original file which could be construed as copyright infringement under current law if the user didn't consent before the file was copied.
