It's a constant fight between the engineers who develop the technology and the people who use it.

For exemple, at some point they realized that what they thought wat 30 frames per second was actually just a little slower than that. If you compared the timestamp on a video tape and the time of an actual clock, the tape would be late eventually. The engineers solution was to "drop" 2 frames every minute except on the first minute of every hour...

Let me tell you, it's a mess to deal with
