Systems are unique. What is not is player behavior. QBs in particular need time to acclimate.

By the time they have adapted to the speed of the league, players who start this late already face declining physical skills. It isn't a coincidence.
St. Louis is winning this draft while Cleveland made a panic pick at #22. You have this exactly backwards.
