OR, find ways to raise people's incomes so they raise the standard of living and contribute to the tax base.

By the way I read the article. Some people are making good money and still not paying taxes from mortgage credits and the big one is the child credits. The story points more to tax credits as the reason it has gone up from 30% non payers as recently as the 90s.
