The only "economies of scale" in music to be dealt with are with touring.

There is no barrier to recording an album
There is no barrier to putting that music on the web for purchase
"Big enough for labels to notice" just means "we can handle some managerial details in exchange for some of that money you are raking in"
Labels are near obsolete.
