Harrenhal is a base of operations for Tywin Lannister (the Queen regent's father).
Arya (Ned Stark's daughter) was taken there after being captured on the road to the Wall. No one other than Gendry, a fellow captive, knows she is Ned's daughter.
Jaqen was also on the way to the wall as a prisoner. He is a Faceless Man. A sort-of assassin whose job is to kill people who have been marked for death.
Because Arya saved Jaqen and two other prisoners from a death by fire she now owes the Red God 3 lives, according to Jaqen. He tells Arya to give him three names and those three individuals will die, settling her debt.
Read the books. I think, given your love of military strategy, that you would really enjoy them.
