cloud cover reduces the amount of sunlight reaching the surface were plants use it for energy to grow and move water around their leaves.

willhunting aside, plants are our major food source, even beef is basically converted plant material.
so sure, maybe clouds will regulate temps and we can play hunger games in the fog
