Lacking any actual evidence, I assumed it was privately endowed or something. I don't think the "good show" part was about the funding, I think that was about appeasing the Gods.
My understanding of the cave-in thing is that by "upstairs" they meant "from ground level", and I took that to be foreshadowing about the fool still being alive. They showed that he had been mucking around with the wires in the wall, so I assume he short circuited the detonation from there.
