I surprised this doesn't happen more often. I alway see the pinch pitter brought to the on deck circle and then brought back after a pitching change.

it is obvious in many situations that the guy in the on deck circle is just there to force the other team's hand.
wasn't aware of the announcement rule, but it doesn't make me wonder any less why teams don't do it. if it gets a bat off the bench, it seems like a no brainer
