I'm a day or so late but I think Hamels should have been given a 10 game suspension at the very least.

He admitted to throwing at Harper. Missing one start isn't much of a punishment for intentionally throwing at a batter. If the league would hand down a stiffer penalty they might actually get some guys to stop doing it. If a pitcher knew he could miss two or three starts he probably wouldn't throw at people anymore.
