He didn't hurt him this time. We shouldn't wait for it to be a pitch that does hit someone in the head.

He was reckless and there was no reason for it. Throwing at someone is dangerous and sure he didn't hit him in the head but we shouldn't wait for a serious injury or tragedy to stop it for happening.
By slapping them on the wrist you allow it to continue. A loss of salary doesn't hurt multi-millionaires. If there was the chance they could miss three starts I'd bet we'd see a lot less batter getting thrown at one purpose.
