No pizza parties or ice cream when it's a kid's birthday? School sucks enough without taking away the rare fun times like pizza parties.

I'm fine with them regulating what is served in the school at breakfast, lunch and in the vending machines. But I don't see why a PTA or other group can't hold any kind of sale they want (within in reason, keeping it G rated) to raise money for the school.
