Honestly, you've really got that backwards. Every so often you need a majority to reset the direction.

Minorities do not encourage holding the line on spending as all the parties push for their own little pet projects and no one wants to be the bad guy delivering cuts. Spending has gone through the roof over the last four years of minorities.
Minorities actively prevent long term priority planning because you always live flash point to flash point.
Minorities burn out the bureaucracy, which gets tired of that point and cannot plan themselves.
And minorities lead to stagnation. Even the "Golden Years" of minorities - the Pearson years - are more historical revisionism than rooted in fact. The gov'ts that have done the most good for the country have been the ones given a majority to work with.
